Under the era background of socialist market economy, the press, which is a public institution but adopts business management, has changed from production model to production-management model. Publishing competitions are becoming fiercer. Among them topic-design is the key to promote core competition of publishing industries. Topic-design contains content-design, publishing-design (including bind and design, bind quality and pricing), marketing-design and etc. In this sense topic-design is a systematic project.This dissertation uses the theory of business management and enterprises planning to build a systematic project in topic-design, discusses how topic-design comes into being, what its process is and which rules it should obey. The realization of topic-design also depends on the institutions and the editors. The theory is the summary practice, while practice plays a guiding role to the theory. The press can obtain good social benefits and economic benefits by successful topic-design so that it remains invincible in the fierce market competition.
