For data in Digital Seabed System vary in origin, data-structure, criterion, this paper cites Digital Seabed System as an example, utilizes current techniques and methods to discuss data fusion and issuing through Web. After investigating and analyzing the contents and characters of data, the paper does research on the technique of data fusion: through establishing criterion system, these data are unified, then based on the processed data unified database is built, the paper utilizes ArcSDE and Oracle to organize and manage spatial data, then discusses the method of building feature database in Oracle, which includes designing its concept structure and logical structure. Base on the built database and user's requirements, the B/S model of Digital Seabed System under ArcGIS situation is designed, then the theory of which is introduced. After analyzing the structure of ArcIMS, this paper discusses its application in web issuing of Digital Seabed System. This paper uses SVG technique to issue graphics through Web, which makes up faults of current technique using in WebGIS. Its application helps to realize dynamic query, integration of spatial data and feature data, lighten transportation through web which improves the efficiency of Digital Seabed System greatly. Finally some examples are brought forward and discussed.
