Personalized Information Service (PIS) is a solution for the "Information Overload" and "Information Labyrinth" problems in the context of the "Information Explosion". By way of user customization system recommendation and auto push function, PIS system can provide individualized Information Service for different users according to their different subject, research direction and use habit. It will be the main mode of information service in the future for it conforms to the development trend of information service under network environment.In order to widen the scientific and technological information source and improve the information service quality and the research ability, After a lot of discusses and investigations, The technical staff of CAEP (China Academy of Engineering Physics) science and technology information center Proposed an project to set up "CAEP Science and technology information harbor" in 2001. And soon, this project had been approved. CAEP Science and Technology information harbor project (phase I) had been accomplished in 2002. In this phase, we built up an electronic reading room main storage system, introduced some science and technology database , and set up a advanced networked information service platform Our work received favorable comments from institute leader and expert at check and accept. But there are still a lot of limitations. The accomplishment of the project didn't achieve the initial design goal. For more resources, more perfect information service system and higher service quality, the CAEP Science and Technology information harbor project (phase II) had been put on the schedule. The construction of CAEP Science and Technology information harbor project (phase II) include three sector: first, introduced more helpful digital information resources, especially full text database into our information harbor; second, expanded the data storage capacity to a certain degree which can meet the increasing data capacity of information resource; third, set up a set of PIS system based on science and technology information harbor resources to further improve the information service environment and provide high quality information service for users in our institute. As an important part of CAEP Science and Technology information harbor project (phase II), this effort is a practice to establish PIS system under the network environment.This paper includes the following four parts arranged by the research step of the project.The first part discussed the far-reaching influence on information service result from the fast development of the network. From that, the author proposed that personalized information service is a kind of development trend of information service mode under the network environment. In this part, the author also introduced the background of the project and summarized the relative researchefforts that had been done by the author.In the second part, Firstly we introduced the concept characteristic and the development status of PIS at home and abroad, then introduced the existing service pattern of the PIS system. Subsequently, we do some research on the domestic and international representative instance of Library PIS system. In the end of the second part, we put forward the basic system structure of the PIS system.The third part introduced the main technology that is needed in the design and implementation of the PIS system, which includes web database technology, intelligent information retrieval techniques and information push technology.Based on the theory analysis and technology study, the author designed and integrated a network based PIS system on the ground of the existing resource environment and service pattern of the CAEP Science and Technology information harbor. The fourth part described the design of the PIS system, especially the system architectural structure, function design and database design in detail.
