With the digital development of society, WebGIS is being widely applied in various fields. And Mobile Communication and Internet technology are the focus of current development of information industry, whose combining leads to a new research direction of Mobile Wireless Internet and its application that will bring enormous influence on the information industry. The research content of this paper, accordingly, is to apply the latest technology of combining WebGIS, Mobile Communication and Internet to the development of application software system on colored Java-supported mobile phone, which makes users to browse a map in a real-time environment.The architecture of this system is based on the B/S (Browser/ Server) mode, which includes three parts as Mobile Phone, Web Server and Spatial Database. In this paper, herewith, the solutions and the key technology related to each part are offered.In this paper, J2ME technology is adopted to develop application on the mobile phone by utilizing J2ME Wireless Toolkit tool of Sun Company and debugging with the DefaultColorPhone emulator bound in the J2ME Wireless Toolkit tool. The Server part is to construct a web server adopting the Jsp + Tomcat configuration scheme which is used to open the spatial data files and control the transmission of spatial data. And in the Spatial Database part, to the characteristic of GIS spatial data, the spatial data adopt the form of the file to store. The concrete method is to define a kind of new spatial data file structure after the careful analysis of mif/mid file structure of MapInfo. Then change the electronic map of Chengdu existing MapInfo forms into the new data file structure form, serve as spatial database.In this paper, the GIS electronic map is drawn in mobile phone based on the technology of the user interface design of J2ME Canvas and the network transmission in J2ME MIDP. Among them the detail algorithm design method on the drawing of the polygon object is given. In addition,the design method of the menu and button function of mobile phone is also introduced.Finally, in this paper , the concept and architecture of Location Based Service (LBS) is introduced , the mobile location technology and implement plan based on the mobile location service are described in detail, and there is a brief introduction of the Location Based Service application on mobile phone.
