The long distance education is a kind of education that deliver courses to students outside the campus. The modern long distance education is an education mode implemented through video and audio by using computer science techniques including real-time and non-real time applications. Along with the appearance of advanced information technology, especially the Internet, the characteristics of long-distance education have changed profoundly.Before the prevalence of Internet, the long distance teaching used to be realized through telephones, televisions, videocassettes and letters etc to deliver the teaching information synchronously or asynchronously. Not until recent years have the long distance education based on Internet come into being, and World Wide Web has been generally accepted as the strongest dissemination media of curriculum information. Hundreds and thousands of curriculums have been put on the Internet, at the same time more colleges and teachers are considering about teaching through Web.At present, the modern distance education is all based on certain teaching support and teaching management platform which of Jilin University are developed by WHATY company in Peking. On the whole, the system is comparatively advanced with complete functions, clear and reasonable workflow, and advanced platform techniques. However, to meet the academic requirements of long-distance education college fully, further development and improvement are demanded because, the platform serves the students, the teachers and the management faculty, a second time development is needed and should be implemented as early as possible to accord with the management features of Jilin University's long distance education .This paper introduces the concept of the long distance education at first. Because of differences in way and method of information propagating, the development of long distance education experienced three phases. The first phase is a teaching by correspondence phase adopting paper medium by mail as a main method. The second phase is a broadcast television teaching phase adopting broadcast television and record as main methods. The third phase is a on-line long distance phase adopting the combination of computer, multimedia and telecommunicating techniques. The paper introduced the present development situation of domestic and international long distance education and the present development condition of the distance education platform, especially the running condition and present situation of Jilin University's long distance education supporting platform. The WHATY of Jilin University is introduced from the WHATY company of Peking in the beginning of 2002, It is established on the platform of Linux OS adopting ORACLE as the background database, and advanced JSP technique to realize various function modules. LINUX is an open high performance network operating system, ORACLE is a large network database, and JSP is an open support technique of WEB databases in favor of second development of platforms and individuation. The paper then discusses the meaning, target and consideration of the second development of the platform, the basic function of the platform are also referred to and the function frame can be realized on present platform.This paper only discusses a part of the teaching support and teaching management platform of Jilin University's distance education - the feasibility of second development and implementation of the scheme of second development of enrolling and matriculate platform. Firstly, the paper discusses the upgrade rebuilding scheme. According to practical situation, there are three kinds of schemes for the platform rebuilding: the first is modification based on the existing platform; the second is rebuilding completely; the third is to develop by using some existing platform's techniques or function modules and pre reserve some functions.
