The Design And Implementation Of Data Exchange System For Examination And Approval On Network

Nowadays, in the process of establishing an E-government, we are confronted with the problems of informational isolated islands frequently. Among them the most urgent ones, which will deeply effect the development of E-government, are interknitting among different operational systems, information sharing and operational cooperation. And the key to solve these problems consists in the way to operate effective data-exchange among different systems. Basing on our analysis on the practical demands of the data-exchange system on the Jilin online administrative examination and approval platform, we have developed such a system according to the standards of "Technology requirement of establishing E-government data-exchange platform" edited by the national E-government standardization organization. This research paper has a detailed introduction on this system.Some of data-exchange function had been realized in our company's old products. For example: in the Official Document Disposal of the Smart Office, After a document has been disposed, it would been send to other systems by official transform .This is realized by email. The email can't satisfy to all requirement after online administrative examination and approval requirement had been advanced. It mainly represented on many formats data would been exchanged,the net's isolation and many old different systems should by linked . it is difficult for the traditional methods to solve these instance. So, we developed the data-exchange system that has no relation with the application system. It being used for link administrative examination and approval platform's in net,out net and old official system of the departments.In this paper, we begin from the practical demands analysis, and then introduce the general designing idea and structure of this data-exchange system on the online administrational examination and approval platform. Founding on the point that the spirit of exchange is collection and standard, we state from two sides the operating theory of the data-exchange system, the sending and receiving of information and the structure, identification and analysis of data.The data's represent users XML as the description language. For different formats, we defined different modes that been signed by owner's only mark. For every new mode, four class that been defined by the data-exchange system should by realized . Then , the data-exchange system could recognize the data on the mode, Automation for recognize data been realized.The data transform had been realized by the soap protocol banded to HTTP protocol. Soap is defined base on XML , it inherits to XML's opening and extending.At the same time, we have had a certain description about the characteristics and shortcomings of the data-exchange system, and have given some improvement methods.Proved by our practices, the data-exchange system can effectively collect the isolated E-government systems, realize information interknitting among different operational systems and get rid of the informational isolated islands, therefore, it has a wide prospect in our practices.
