Facing various knowledge to be shown in the form of natural language and figure, the computer can only distinguish and deal with it from format, but can't distinguish all kinds of knowledge from the rank of knowledge. Network's dynamics, distribution, pluralism and desultory situation make it more and more difficult to search and maintain information, thus it becomes more and more important to research into semantic research. At present, in the process of researching into semantic ,the description about Grammer layer -XML, Resource description frame -RDF and Ontology layer-OWL have been finished. However, the automatic transform among XML file , RDF file , OWL file and the further application are under the way. This paper regards network learning as the study environment, and proceeds from the computer aspect to solve some problems with content.description. It makes use of XSLT technology to solve the automatic transform from XML file to RDF file .At the same time, the author takes the network learning as the example to accomplish the whole procedure of content description, and parses and queries semantic content description. This paper is divided into six chapters altogether. In chapter one, the author analyzes the research background and the importance of this paper. In chapter two and three, the author carries on the introduction about the basis of theory and the technology. Chapter four introduces the solution of key problem in the process of studying. In chapter five, the author puts the semantic idea into the network learning, and accomplishes its semantic description and parses it. In chapter six, the author summarizes the whole thesis and the completion, and puts forward some views which need to be further improved in future.
