The shortage of the water resource has threatened the sustainable development of the economy of our country seriously, day by day. No matter at present or a lot of years later, the most important way to solve problem of lack of water remains and pursues high-efficient water-saving technology in agriculture. Under the prerequisite of agricultural product demand, make the volume of agricultural water enormous reduction. This means that agricultural water resource using efficiency must be enhanced greatly. All these because agricultural water volume as much as 68.8% of the total in China.Improvement of the using efficiency is key to solve problems about the agricultural water resource. Rational distribution of the water resource is the core of the question. The decision-making process that the water resource distributes rationally is usually complicated. It needs to consider the contradictions between areas on the space, contradictions between near future and long-term interests and between departments. It passes through a great deal of fields of society, economy, environment and hydrology, etc. The policymakers may be with different departments, different levels so as their demands. It is typical problem with multi-goal, multi-level and semi-structure. It is difficult to solve this problem by general way.DSS (Decision Support System), since emerging, it's theory, method and use-wide received fast development. It had already been used in the fields, such as enterprise, military, economy, environment, medical science, energy, traffic-public and safe, etc. Practice has proved DSS is the effective way to solve problem with multi-goal, multi-level and semi-structure already. It was in the middle period of the eighties of last century Chinese begin to adopt DSS in the agricultural water resource management. It makes enormous development already in China. But DSS suitable for the southwest areas of hills of our country among them is few. Though the water resource in this area is very abundant, utilize efficiency is very low. From the points of sustainable development strategy, improve this area utilization ratio of water resource, especially the utilization ratio of the agricultural water resource has already become the great subject of this area.According to the study of natural foundations, social and humane terms southwest hilly area, develop DSS to solve the resource allocation problem of water, and take agricultural irrigationwater as focal points. Set up DSS --HAWRADSS (Hilly Agricultural Water Resource AllocationDecision Support System) finally. Fill in the blank of this field.Regarded domestic and international scientific recent findings about water resource, water environment, irrigation and water conservancy, etc, as the foundation and combined modern computer technology to form HAWRADSS, which is synthetic of modern techniques, power function and easy to function-expand. HAWRADSS is formed by three major administrative parts: data base, model-base and dialogue. Among them model-base is the core and urge whole tooperations. The model-base includes sustainable development model, field irrigation prediction model and marginal benefit model those guarantee HAWRADSS can offer good decision support to different users by models. Good man-machine dialogue administrative system guarantees different policymaker can have been high-efficient to use this aid decision conveniently.At last, HAWRADSS worked well in practice after finishing the works of system analysis, system design, coding, debugging and testing. To the author have gained valuable experience on studying and improving. Works should be continued and HAWRADSS should be upgraded on the basis.
