Along with the development of multimedia technology and web technology, The multimedia information including imgae video, audio etc. emerges in a large amount. How to organize, express, manage, inquiry and retrieval those large capacity and unstructural information become the most urgently problem at present. In this paper, we encircled several key problems of the video data compress and retrieve did some study and probing.This paper studied the Fine Granularity Scalability Technology in MPEG - 4 standard. Having analysed several kinds of video Granularity Scalability at first, secondly the basic principle of the Fine Granularity Scalability Technology has been explained . To the FGS code with relatively low efficiency weakness, this paper analysed the improvement method of its code structure, and study the retrieve mistake technology of FGS.About the retrieval technique of the video, this paper analysed the basic principle and the key technology of Contentæ¡žased Retrieval , have designed one Contentæ¡žased Video Retrieval System's frame model , and distillde the edge characteristic in static characteristic , expounded one arithmetic that based on modified Laplace operator and obtained a better result.
