This paper is one part of the whole project,which focuses on the production,analysis, disposal and output of the video & audio bitstream in our lab. The papermainly takes charge of the following two areas. Firstly, the paper studies on the basic theory of the Fine-Granular-Scalability(FGS), which is one of the new Video-Coding technologies in MPEG-4 standard.Then a research in Selective Enhancement technology of FGS has been focused. Afterseveral tests, some new ideas about SE of FGS have been brought out. Secondly, Then the paper realizes one software package that finishes transcodingfrom MPEG-2 to MPEG-4_ISO based on DCT domain. In order to make full use ofthe information included in MPEG-2 streams, the work needn't motion estimation andcoding based on prediction. So the paper is mainly in charge of the syntax transformbetween the two video standards. In the progress of this work, a very difficult problemis the chroma drift of final video streams. Through analysis and many experiments,we find the reason and amend the errors. Finally, the paper adds two kinds of loops ofMotion Compensation to improve the quality of the output video. The FGS function isalso added in the structure. Additionally, some other works are mentioned briefly.
