DTV, DVD, direct broadcast satellite (DBS) and digital cable technology used compression method to provide consumers with high quality programs. With the introduction of advanced audio compression standard on the transmission of audio and video content,the timing of the audio and video are becoming increasingly concerned.Currently, there are three basic methods of media Synchronous communication: time-stamping, labeling and multi-stage simultaneous usage. RTSP support the simultaneous use of a time-stamp law. Timestamp is the data flow in each media module into a unified stamp, or time code, Timestamp information with the same unit will also be performance. In the transmitter, they will be divided into chronological order according to various media elements in the same time frame. Each module designed for a stamp, the subject of various media unit at the same time has the same stamp. After arriving terminals in various media, the simultaneous media unit with the same time-stamping performing this will be synchronized between the media.However, the synchronization of audio and video based on the time-stamp program has two key points are easy to make mistakes: The first is whether they encoded data flow generated in the correct stamp. If the data blocks on the hard-stamp itself is a problem, then shows wrong when adjusted anything. The second key feature is based on the time stamp on the broadcast of the data flow control the later or early of the data block is a different approach should be taken. We analyzed the synchronization solution based on the time-stamping of the video and audio, and founded that with the same stamp content in the transmission media, As network bandwidth is often constrained by the circumstances leading to the loss of data packets, thus affecting the synchronization of audio and video broadcast. Therefore, we can make new trial on the audio and video data transmission details.It is in this ever-increasing demand for the Internet, the better to achieve synchronization of audio and video transmission. This paper presents a joint coding of Audio and Video program, as we know that the goal of traditional video coding is at a given rate, which will enable reconstruction to achieve optimal video quality. In such systems, compressed video signal encoder input to the channel capacity is less than or close to the bit rate. And the receiving decoder will use all the bits from channel video to reconstruct mage. Such video coding schemes is called a non-regulating video coding.In recent years, with the persistent expansion of Internet and the rapidly increasing number of consumers, the application of Internet is becoming wider and wider and the need of people for Internet in content increasing, too. Yet, the nature of Internet makes it only provide limited and unfixed bandwidth and unreliable service. So, the research and development of hierarchical video coding is becoming a hotspot, receiving more and more attention.In this paper, the coding scheme is based on a hierarchical video coding called Fine Granularity Scalability coding; the principle is the original compressed video stream flow into two elements, a basic level and an enhanced level bit bit-stream flow. A separate decoder can provide a basic level of rough video quality, and only the basic level coding layer together. as a supplement to provide better video quality.We mixed the audio and video encoding video signal in accordance with the basic principle is that layer and enhancement layer hierarchical coding. After quantifying the audio signal, we get the quantification value, then transform them into value binary bit-plane coding. Selecting the audio high-level bit plane signal embedded into the basic layer of video signal as Audio and Video basic data package to provide a more rough audio and video services. As the part of its enhanced low-level audio signals which embedded in the video signal enhancement layer together as a data package to enhance their supplement to provide better video and audio quality.This paper studies on how to build the bit plane structure and use them embed audio signal into video signal, then mixed coding. At the decoding terminal,using mixed decoder extract the audio signal from the mixed signal data, and rebuilds the audio and video signals. at the same time to complete the data compression does not affect the quality of audio and video viewing.
