MPEG-4 FGS (Fine Granularity Scalability) has received tremendous attentions because it has ability to adapt to the network bandwidth variation.An effective bit-plane coding technique——adaptive bit-plane codingscheme which can further improve the coding efficiency of MPEG-4 FGS is proposed in this paper. The proposed approach reveals three superiorities to the MPEG-4 FGS based on bit-plane variable-length coding: better video quality in about 1.2dB in terms of average PSNR, less memory requirement, and lower implementation complexity. Thus, it is well suitable for efficient hardware or software implementations.For the transmission of video steaming over time-varying-bandwidth network, a rate allocation arithmetic based on video rate-distortion (R-D) properties of MPEG-4 FGS enhancement layer is proposed. This arithmetic can achieve well effect on keeping decoded video quality constant and maintaining overall video quality optimal. At the same time, the simplification of this arithmetic enables its realization and application.
