The thesis analyzed the features in development of foreign commercial enterprises and the corresponding shortage of domestic enterprises, base on the writer's abundant working experience in logistics industry and professional knowledge within this discipline, the writer discovered that improve the domestic enterprises' logistics management capacity is an effective way to cut off the cost, gain more profit and enhance the delivery ability of commercial companies.Base on these explorations, the thesis deduce the original cause of the shortage of commercial enterprises in logistics capabilities is their low level application of information technology.The research mainly include three parts below:First, generalized three problems exist in the current delivery logistics management of commercial enterprises. They are: 1) Loading the cargo at will leads the serious trucks' space waste 2) Lack effective and precise delivery plan and its routings-联邦 choosing method.3) Difficulties in delivery trucks' management. These three questions above, ultimately, lead the poor performance in logistics processes include, high cost, low efficiency and unsatisfied service quality,etc. Compared with foreign enterprises, the main reason leads to the phenomenon above is the low-level application of information system. Consequently, construct an effective logistics information management system as soon as possible is imperative under the situation.Second, analyzed the current software market of logistics information system and the features of demand. Through the investigating of various materials, predict that the domestic market of logistics information management system will boost in future. The middle and small-scale companies will be the main body of the consumers. Their common requirements of logistics information management system are: low cost, befitting and practicable, user-friendly and need not the professional training to these blue-collar stuff. All these requirements are also the key foundations in my researches and development.Third, developed a logistics information management system. Current logistical information management mainly applied in some discrete sections, like inventory management, truck management, etc. The comprehensive information management in the whole operation processes is few. Especially the informationized management inloading and delivery operation is still a blank in logistic information management. Aiming to resolve it, the writer enhanced three features below:1) Use "trucks loading & optimized method" to optimize the transportation space; decrease the high empty running ratio.2) Use the GIS system optimize the delivery routing, overcome the mistake and redundancy in delivery routing plan and avoid the transportation waste.3) Use "trucks register and monitor" function, monitoring the truck running accord with operation plan and report the truck status in time so that keep the trucks management in order and organized accurately.Another feature of this system is its structure and the function designed closely to the practice requirements. The application has the merits include: "low scale", "user-friendly", "easy to maintenance", "easy to upgrade" and highly scalable. For commercial enterprises, It is benefit to add the urgent need delivery function to the current MIS system in low cost, as a result, to resolve these problems obsession the logistics operation for a long time.
