The system of AIS is a new system that is composed of AIS shore station system, AIS ship station system and transmission system, It' s an important part in VTS.Based on the standard of AIS technique used on ship, this text puts forward the theory of shore station developing according to SOTDMA technique, discusses some important technique parameters that should be considered in the developement of AIS shore station: the system capacity, the net throughput and the required capacity. Through analyzing the theory of SOTDMA technique principle, the simulation scheme based on AIS technique standard is established. Through the theory analyzing and the simulation trial, the relation of the system capacity, the net throughput and the required capacity is deduced. This text also compares and researches the conjunction arithmetic of sail path used in data syncretize of AIS dynamic data together with radar data, and draws an ideal conclusion. Finally this text expatiates the developing trend and the applying foreground of AIS. Through the theory research and the simulation trial, we draw the following conclusions:(1) Through researching the slot of SOTDMA, the VHF of AIS shore station is parted to three sections: the aloha zone, the discrimination zone and the protected zone.(2) This text defines the important technique parameters of AIS shore station梩he system capacity, the net throughput and the required capacity, and makes formulas of the net throughput in three sections, these formulas will supply for the building of AIS shore station in the future.(3) Based on deeply analyzing SOTDMA theory, we establish a set of standard simulation schemes that match ITU- R M. 1371, this simulation is realized by VC++6.0 in Windows 2000. Through simulation we provecorrectness of the three sections' partition and the net throughput's formulas; Through simulation, We deduce the relation of the space between ship and shore, the required capacity as well as the net throughput, and the relation between the required capacity and slot.(4) Through researching the theory and the simulation trial, this text gives three methods of shore station arrangement: stacked AIS station, satellite AIS station, the conjunction of AIS shore station and transmittance shore station, and gives the examples of AIS shore station arrangement.(5) Under the background of lots of AIS shore station data, this text compares and researches the conjunction arithmetic of data syncretize, compares and simulates the arithmetic by Matlab6.1 in Windows 2000. According to the simulation, we can see clearly the curve shape of the arithmetic.
