Radar return data of moving targets are used to validate arithmetic and analyze targets'characteristic and have significant value in engineering. Getting data by modeling on theory is an important method of data collection. The veracity of model plays a great role in the reality of data.This dissertation first introduces the common stop-and-go model in modeling of radar return of moving targets, and analyzes the radar return characteristic of moving targets based on the stop-and-go model. Then researches the method of reconstructing radar return of moving targets under the precondition that extracting scatterers is not permitted using the stop-and-go model combined the linear system theory. And analyzes the conditions under which the stop-and-go approximation are valid.Then, based on the condition under which the stop-and-go approximation is valid, analyzes the problems of moving targets'modeling and predigest the complicated movement during the time of one pulse to beeline movement with a fixed velocity. Under this predigestion, aiming at the problem that the modeling of radar return of moving target according the stop-and-go model does not consider the influence of moving during a pulse, based on the strict study of moving target's return, founds a new model—movement–during-pulse—considering the movement during the pulse, and compares it with the stop-and-go model. The result shows that the stop-and-go model is a especial case of the new model when the target's velocity tends to zeros. The new model considers the state that the target is a comprehensive target, and includes the influence of the targets'movement. The data based on this model is more actual than the stop-and-go model.In the end, by analyzing the formula of radar return, we find that the complex radar cross section of moving targets has relationship with it when the target is under the static state. In order to solve the problem that calculating ability is not sufficient and realize the simulation of moving targets, we develop a program to get the radar cross section using SQL Server 2000 as the database system and the ADO technique, which can be used to the simulation of radar return of moving targets.
