Today, while there are hot competitions in telecommunication markets, personal access system (PAS), being a new service improvement point, has grown up and play a role in personal communication area. This paper first starts from the background and development of PAS, then analyzes the necessity in the construction of PAS network of Mudanjiang City, finally studies and designs the PAS network programming combined with the real conditions of Mudanjiang City.Though the comparison and analysis of wireless access technologies, we choose the iPAS technology to construct the PAS network of Mudanjiang. The paper give a discussion on some of the existing problems os PAS and then bring a project of PAS solution based on expatiation of the characteristics, principles, technologies and network construction of iPAS.On the foundation of research on PAS, this paper deeply analyses and researches the methods of PAS network programming furthermore, then brings out a feasible method. The paper studies the power coverage model in base station design specially. Otherwise, since the importance of electric wave propagation and anticipation model in wireless network design, the paper gives a further research using a single chapter.The project of Mudanjiang PAS network construction is designed on the basis of the combination of comparison and research on PAS technology and the real conditions. This project considers every aspects of network construction, including wireless network design, system gateway design and operation support system design, etc.Since the operation of Mudanjiang PAS system, it has been recognized by consumers and produced good social and economical benefits. It can be says, the design of Mudanjiang PAS network programming achieves anticipative good effect.
