In the developing of the telecommunication network, the emergency mobile communication equipments can solve several problems, for example the blind spots that at the edge of the network coverage area, inadequate communication capacity in major urban when hold large-scale conference, and can be used to check the feasibility and validity of the network optimization project. Therefore, it is very necessary to research the iPAS mobile base-station communication system.In this thesis, the principle of the iPAS has been researched, and on the base primary developed the design of the iPAS mobile base-station system as well as it's use in the network optimization, the major works have:1. Designed and realized the iPAS mobile base-station vehicle system. Reconstructed the vehicle, designed the control room, selected and installed the equipments, designed the bracket of the antenna and the communication power supply. Since used the "工" shape antenna bracket, the time that erected and started the equipments has been decreased 2/3, which achieved the goals of simply and quickly.2. Completed the simulation to the iPAS emergency mobile communication system. The channel numbers and load capacity of the original network have been analyzed and computed , when the user numbers changed, the network' circumstance has been simulated with the simulation software that programmed with MATLAB . the numbers of the channel that have to be added then be calculated, which provided the scientific reference and engineering guidance for the network optimization with use minimum equipments and reach a definite service quality, therefore reduced operation costs and improved efficiency.3. Completed the project realization and performance testing for the emergency mobile communications systems which base on the mobile base-station vehicle. on the basis of the network simulation , when user numbers changed, then simulated the system and according as the simulation result to open corresponding number of mobile base-station equipments. Verified the rationality of the overall mobile base-station vehicle' design and the feasibility of the power and network access capability by compared and analyzed all the key network specifications that before and after added the mobile base-stations in the network, moreover verified the effect of the iPAS mobile emergency communication system simulation software for the practical project's guide.
