Since the 9.11 catastrophe of the USA, the terrorist activities from all parts of the world are rampant day by day, the social security of our country has received the severe challenge too. It becomes the urgent need of social safety to control and manage the civil explosive strictly and to reduce or even stop them from running off. This article studies the networked control technology of civil explosive, and developing the corresponding system to control and manage the lifecycle of civil explosive, including its production, transport, sale, buy, store, use, and destroying.First, on the basis of analyzing the situation of networked control technology of civil explosive both at domestic and international, combining the national conditions of our country, analyses and studies the control technology of the civil explosive. And finally bring forward the overall technological scheme. This scheme use a coding equipment to code the civil explosive with a unified code, and adopt a dedicated device to write down the information of the civil explosive and the relevant personnel in the course of circulation, then gathers and transmits the information of that information through the computer network. The whole process realized the networked query and control system of the circulation information of civil explosive.Next, the article studies the system architecture of the networked control system. It analyses and studies the bar code, civil explosive coding methods, relevant database, WWW Web, XML Web Service, and dial network data transmission technology, etc. And apply these technologies to the control system.Finally, as one of the main researchers, in allusion to the circulation management characteristic of the detonator which is a typical product of civil explosive, and fully used the above-mentioned technology, I developed the 'Networked monitoring and management system of the lifecycle of detonator'. At present the system has already carried on pilot application in many units, and it can effectively realize the monitoring and management of the lifecycle of detonator according to the application result. And now, the system has already pass the qualification evaluation of the evaluation committee which made up of several experts organize by city of Chongqing, and has got the qualification result of 'leading at domestic, international advanced'.
