With the continuously expanding of the city and the rapidly developing of the municipal enterprises, the contradiction between the demand for scientific and efficient management of underground pipelines and the backward managing means at present is coming into focus. According to the current conditions and features of industries concerning underground pipelines, the application of Geography Information System (GIS) in this field will solve the problem thoroughly. The City Underground Pipelines GIS is a multi-functional computer system, which is able to make the search of geographic data and relative attributes together in addition to serving as enquiry system by presenting the information both in character and graphic simultaneously. This system changes manual model that was used widely before and realizes the scientific and automated management.Taking the GIS built for a telecom company and another for a water supply company as the engineering background, this paper summarized some common characteristics in the development of GIS concerning the underground pipelines and brought forward a universal model of city underground pipelines GIS.Aiming at the specific features of enterprises in this field, this module adopted the Client/Server mode to realize users' visual management by constructing background database to store relative attribute data and building foreground graphic interface which is interactive between users and computers to realizing the function of mapping and managing data. This paper emphasized on the problems andtechnologies concerning the design of the background database construction and the realization of the foreground interactive interface. It also summarized some experiences in the engineering practices, as well as introduced the Client/Server mode, communication among multi-tasks and sockets used in the module.In the end, this paper discussed the technology of realizing WebGIS and characters of it, and predicted the prospect of application of this technology to the system of underground pipelines. With the continuous development of science and technology, GIS will be applied in more fields of economic and social life and accelerate the development of the society and economy.
