E-Governor is a kind of government activity based on information technology. Its development becomes a modernization sign of society.However, the foundation of E-governor is network, the vulnerability of network is a great menace to E-governor.So to guarantee the security of E-Government is now the core issue for E-governor.Our paper focuses mainly on the security of the prevailing electrical document--XML in the E-Governor, and make the use of the secure XML in ourE-Govemment project--Online Government Stoke System.The concrete works of our paper are:First: Putting forward the security requirement of the Online Government Stoke System based on its function requirement analysisSecond: Building system security models. So the functions of offering ,bidding, opening and ordering can be projected to the security mode; Making use of this security model to take appropriate measures according the above behaviorsThird : researching mainly how the inter feature of XML security suits meetsthe real E-Governor example--Online Government Stoke System ideally; Howthe XML security suits is taken advantage to establish security service platform.Fourth: designing an implementing the encrytion, decryption, signature and verify for bidding and ordering documents.
