Shandong Province is the largest agricultural Province of China. Its agricultural population is 65.64 million which is 74% of the province. With the rapid development of rural economy, the peasant ask for more colorful life and learn more knowledge.Recently great changes have taken place in the television field. Sorts of specialized channels appear. While there is still no agricultural channel in China. Shandong Television Station put forward a suggestion to set up an agricultural channel. The author designs the marketing plan and packing plan after making survey on Shandong TV audiences.The paper uses several theories, such as marketing ,mass media and consuming psychology, etc. The author combines theory with practice. First, we use customer-oriented method to split the segment market, then, make overall investigation and analysis on the watching and consuming characteristics of Shandong TV audience. In the end, the author puts forward some implementing suggestion according to the feature.In China, mass media is a new field. In this field, marketing talents are badly in need. In recent one or two years, a few professional personnel start to research on Television marketing. The paper is a designing of marketing plan for Shandong Television Agriculture Channel . Finishing the paper in this field is a challenge and an innovation.
