Informatization is the only way to high performance management, Via many years Informatization process., many organizations(governments, Enterprises etc.) have been provided with good soft hardware conditions. No doubt, Management Information System is acting a very important role in the process. Some organizations have accumulated lots of experience. But the performance of Management Information System should have higher standard because the increase of the organization's demands and the defects that traditional Management Information System have exposed. On the other hand, with the rapid development of Internet and soft hardware technique, all kinds of computing environments nowadays are becoming characterized distinctly by distribution, cooperation, and heterogeneity. Especially, How to design a high flexible Information System becomes a focus of research.Under the analysis of the deficiency of traditional Information System model and the tendency of Informatization (especially E-Government), According to some practical projects, the paper layouts an XML-based Management Information System model. And explains the horizontal and vertical orientation framework and mechanism of this model in particular. At the same time, this paper studies some problems that may emerge when implementing the model. For example, how to persist XML data by RDBMS effectively is a focus of this paper, After formalizing XML Schema and relational schema, we present a algorithm of transforming XML Schema into relational schema and realize the algorithm with Microsoft DOM API and C# language. In addition, expressing data by XML, XML and loosely coupled system are also my emphases.
