"Regional Networked Manufacturing" is the combination of advanced manufacturing technology and networking technology, and will bring new change for the manufacturing industry in our country. As a layer of the 4-layers architecture of Networked Manufacturing System, Workshop Manage System will affect the whole system's effects for it's management level and agility. The developing process of NM-Workshop MS is systematically studied in this paper combined with the Nation 863 Project whose title is "Regional Modem Integrated Manufacture System Development And Application At The Core Of Chengdu, Deyang And Mianyang". The designment and implementation of the prototype system is expected to promote the development of networked manufacturing in western region, especially in small-medium enterprises.Based on the investigation of backgrounds and present status of regional networked manufacturing, the impact of new manufacturing mode on traditional manufacturing industry is analyzed and the significance of the research on workshop management system is expounded. The present researching status and technology traits of several workshop management technologies are analyzed; the main study contents and the structure of this paper are summarized.On the basis of analysis of enterprises' production traits in the networked manufacturing mode, deficiencies of the MRPII, ERP, MES in solving the management of workshop are pointed out, and the concept of agile, open networked manufacturing orientated workshop management system is presented, and the requirements analysis of the system's functions is carefully done. After this, the paper expatiates the general designing ideas, analyzes the roles and architecture of system. Then, with the structured analysis and design technique, analyzes the main production flow and data flow of workshop, and establishes the system's function model. Sequentially, general function structure of the NM-Workshop MS is designed, which composed of eight sub-modules; and sub-modules, rights management, physical structure and operatingenvironment are introduced; and the sub-module - "Production Planning Management " is designed in detail. Furthermore, the concept design and logical design of the system's database are accomplished according to the E-R based model, and the results are given. The key technologies for the development of the system are studied, and corresponding implementary tactics are taken in view of the system's traits.Finally, the research contents and conclusions of this paper have been summarized and its further studies forecasted.
