The laser 3D scanning technology, with its particular predominance, is playing an increasingly important role in every walk of our life. Compared with traditional measurement technology, the laser 3D scanning technology can measure objects with complex surface and give them accurate 3D models quickly and without touching. And now it is applied in such numerous fields as industry, national defence, games & entertainment, cultural relics protection, virtual reality and so on. hi this paper, the following studies on laser 3D scanning, reconstruction technology and their application in engineering are carried through.1) This paper presents the significance of 3D technology, it's main application and developing status. Summarize the common methods in 3D information capturing and 3D data modeling, go into particulars with operating theory based on surface-trianglating in SOISIC laser scanner by MENSI corporation, France.2) In Shaanxi province exists abundant cultural relics, and she is also an important aeronautic base of our country. Therefore, 3D technology holds great perspectives here. The paper introduces SOISIC laser scanning system in detail, including hardware of laser scanner, Scan Works scanning software and 3Dipsos data modeling software. Using this system, we deal with the Ch'in Terra-cotta Warriors & Horses and plane model. The author brings forward some keys in using the system, and shows the cloud of points and 3D model of the Ch'in Terra-cotta Warriors & Horses.3) Deformity data is unavoidable in laser 3D scanning. This paper gives the reasons why this situation can occur and several techniques treating with it. Meanwhile, some relevant conceptions using in neural network are reviewed. Based on these works, the author advances a new method with RBF (Radial Basis Function) neural network to deal with the deformity data. According to the experiments, the result is preferable.
