VOIP(Voice over Internet Protocol) is highly challenging and practical new technology inrecent years. As requirement changes and technology progresses in telecommunication,the traditional PCM has more drawbacks. At the same time,Packet Switched Data Networks has grown significantly in Quality of Service. IP telephone is pretty promising due to its advantages,such as using statistical multiplexing,high resource usage,flexible bandwidth,multi-user calling,voice and data mixing and so on.In the course of VoIP development,quality of voice has been a main factor of holding back its further process. In this project,we analyses the quality of voice that emerges during the use of VoIP,and put forward a method of improving the voice quality in VoIP. We also design a voice transmitting software,which can simulate VoIP within LAN environment with Visual C++ so as to realize full-duplex voice communication in two computers on Internet. The project includes two parts:multimedia (includes recording and playing) and transmission. This software compresses and decodes the voice data through using voice compressing algorithms. Then the voice data is packaged according to TCP/IP protocol. The data package is sent to destination via IP network. After being sequenced,decoded and decompressed,the voice data is restored. The successful debugging of this software will have a positive effect on the voice transmitting within LAN.
