It is finished by the water sciencial important project of the Water Ministry ?the research on the system of PC network in the measure and controlling in the irrigation district. Considering the condition of Zhuolu County ,Hebei Province ,the author studied the question of back-control under the help of the the finished system of collecting and long-distance transferring data of water level and flowrate in the irrigation districts.The system transfers the data collected from the single-chip microcomputer to pc by connecting them through PSTN with a modem and it controls the height of the strobe in the romote area by the data.The structure of the system and the choice of strobe-level sensor are discussed in the thesis .The design of hardware and software of single-chip microcomputer system are introduced,along with the way of using a single-chip microcomputer to control a modem in detail.The development of the software of PC are expounded .especially the communication module and the data managing module. Some methods of improving the reliability of the software system are studied.The system installation and debugging are introduced and the idea of the system in the further contents and approaches are proposed.
