SDH composed of some network elements is a network, which synchronously transports information with multiplexing, add division and cross-connect by fiber.It is very important for reducing some demands for capacity of the network and its elements and improving the network's reliability and subsistence to design routing algorithms and search for reasonable resource assignment strategies.A new resource planning system is presented based on the study of SDH technology and equipments. It can search out some qualified paths and logically allot flow loads based on reducing resource exhaustion to complete some demands for load tasks. The system is independent of actual SDH equipments because we construct a abstract model for the equipments. We use the coarse grain object model which is differ from the ITU-T model and it can reduce system spending. In addition, we apply the routing algorithm to search routes in SDH network and realize the resource assignment. The system has three features: a) take full advantage of multiplex section protection. It can improve reliability and subsistence of the network, b) load balance: it decreases blocking probability by averagely distributing all loads to each path. Load balance makes it possible to receive more tasks after the system has established connection, c) take advantage of SDH equipment abstraction, it can plan for the SDH network composed by SDH equipments which manufactured by many manufacturers. It will be convenient to provide the interface for the network administration systems of manufacturers.
