Based on the retrospection of the radio and television industry in China, the thesis uses industry economic theory, property rights theory and scale economic theory as tools to analyze the problems lying in the area in question, and predicts the influences brought by China's entrance to the WTO and the policy of gradually opening to the outside in the film and television field as well. The thesis argues that though having experienced the shaping phase, the radio and television industry of China is still facing much resistances on the way of extending. And this attributed to two factors, one is the ineffectual dispersal of the property rights, the other is the irregular project of the residual claims and the rights of control. While the industrialization reform serves the elemental purpose, the property rights system reform, which will influence the smooth flow of the construction of the industry conglomeration, the maximization of the institution's function, and the escaping from the cheaper voting and renting problems, is the core in the development of the radio and television industry of China. With the recognition of the trend, the thesis then draws a conclusion that the current policy of the regional overall television channel broadcasting by the satellite and limiting the professional television channel to only one region cause the resulted market segment and realistic market segment, which forms two bottlenecks problems of the radio and television industry in China in developing scale economy. To achieve economic result, the radio and television industry has the necessity to have full scale and segment scale. The thesis also points out that only after we separate the WTO articles from the policy of gradually opening to the outside on the film and television, can we accurately evaluate the influences of the radio and television industry in China.
