With the rapid increase of computer processing capacity and the rapid development of the Internet, multimedia application are well penetrated into people's lives such as interactive video services, video phones, distance learning and telemedicine. And the Internet today is an Integrated Transmission Network which integrates data, voice, images and other multimedia information. Video Streaming media is growing rapidly and getting into the lives of ordinary citizens. So, video applications will also become the main applications of the network. Smooth and reliable transmission of video streaming media has become the challenges facing the communications sector.Scalable Video Coding (SVC) is an advanced video coding technology. Its main idea is to produce a base layer which contains basic picture quality, and one or more enhancement layers that contain additional information. Enhancement layer is dependent of base layer. The decoder could decode the base layer. However, the enhancement layer needs the data of base layer for decoding in order to produce the enhanced picture. For systems that implement SVC, the encoder would send base layer data to end users who have bad channel condition. As to those who obtain higher bandwidth, the encoder would send both base and enhancement layer to achieve better quality. According to different coding method, enhancement layer could improve the base layer from temporal resolution, spatial resolution, SNR and so on.1.In order to realize the simple temporal scalability of I-frame and P-frame, we research the H.264 temporal scalability. Then, we realized the hierarchical pattern of temporal scalability and spatial scalability combine, and bi-directional prediction frame B-frame prediction for P frames the best choice.2.We study H.264 Spatial Scalability Coding inter-layer prediction, from the inter-layer prediction of the three aspects: inter-layer macroblock pattern and prediction of motion information, inter-layer texture prediction information and inter-layer residual prediction for analysis, implementation of the base layer and enhancement layer ratio was generally mode inter-layer prediction.3.The combination of H.264 Spatial Scalability and SNR Scalability can be graded separately from the encoding; the extraction and decoding realize the quality of many of the extracted specific regions in order to fulfill the demand under different conditions. Specific region will be completed with multi-level quality of images presented.
