The 21~st century is a digital information epoch. Digital Television and HDTV (High Definition Television) become the focus of attention. The transition of broadcasting television of our country from analog to digital is outspreading widely. The developing to digital is taking place from parts (stand-alone equipments) to whole system (program producing, signal transmission, transmit and receive).The key feature of digital television technology is video, audio encoding and decoding. First, this paper introduces the digital television and MPEG2 standard. Then, introducing the structure and syntax of Transport Stream, Packelized Elementary Stream of system layer, the encoding process and the decoding process making use of the Program Specific Information, introducing the syntax and structure of video sequence.In chapter three, the signification and function of timing information is introduced. A representative technique of clock recovery is listed and a new method is also present. The decoder achieves the video synchronization using the program clock reference and presentation time stamp. The frame rates in bit stream and in display equipments are different, so there must be a frame rate conversion before display.The last chapter is the work summarization and expectation.
