| This paper fist introduces GPS GIS communication method between mobile unit and monitoring center and the method of system integration. Further it expresses the global structure, functions working principle and system specialties based on general broadcasting station. At last it explicitly describes the monitoring center' s software. The most important part of the paper is analyzing and designing of monitoring center's software. It particularly introduces the global structure functions and main objects of the software. At last, it explicitly expresses several crucial technical difficulties in developing it. This software has been realized and has high maintainability and expansibility, and has the ability of fast response and precision and multi-window monitoring and On-time correcting the deviation of vehicle tracks upon the road locus. It also successfully integrates with MIS.
