Locomotive speed monitor system is equipment aimed to ensure the safe of the train in running which is developed by Chinese scientists. It controls the movement of the train by collecting information of the ground, the state of itself and the instructions of locomotive signal. These days, because of the speed- improvement, it desires the locomotive speed monitor system for more real-time, accuracy and reliability. It presents a new scheme to design locomotive speed monitor system's main unit by comparing the development of the device abroad and home and studying the knowledge of locomotive signal, speed-control mode and influence factors of train in running.Considered the safety and reliability of the system, it discusses two different modes of dual-module hot spare architecture, namely the common mode and the intercomparsion mode. To compare the safety and reliability of the two modes by analyzing their mathematical models, select the intercomparsion mode based on the principle of "failure-to-safe", that is to say when the power of the device is on, the main and spare parts are both on work, and the spare one sends its results to the main part. If results of them are same, the main part will output the results. This can improve the security and reliability of the system comparing with the single-module architecture. Besides, it also expatiates on the system's flow and switch after the faults happen on the main part.Secondly, it presents the realization of hardware projects with the information processing and control core DSP particularly. It just chooses the main part to give the details because of the same structure of main and spare part. The article describes the circuits of main board and power board, and introduces the relationships among the function modules, like power-supply module, digital and analog signals input-output modules and communication modules.At last, it explains the content about software's programming and debugging in CCS 2.0 which is the DSP's IDE, and describes the designing ideas of software of function modules such as CAN-Bus based on the flew of the system software.
