With the development of economy and the worsening of environment, the problems of water resources are becoming more and more serious. How to utilize, manage and exploit water resources is a problem that will affects the sustainable development of the national economy. Now the information technologies such as computer networks, database and data acquisition are progressing rapidly, and have contributed a lot in all kinds of fields. Thus, it is important to research how to apply these new technologies to irrigation works, to provide a scientific basis for forecasting the flood or drought, to improve the utilization efficiency of water resources. This is most significant to the advance of the economy and the social stability.Based on the correlation theories of computer science, this paper introduces in detail the system design process with a practical project as an example, and brings forward a universal solution for Water Information System. The resolvent to some popular problems are also recommended.Firstly, the model of Water Information System and its functional objective and performance objective are presented, and a requirement analysis using SA (Structed Analysis) is spread. Then the overall design is expounded, and, after analyzing the leading software architectures, the author bring forward that the aim of acquisition, storage and publication of water information can be achieved by integrating Client/Server and Browser/Server mode. In the main body of this paper, the database design process is introduced, in which the database relation schema, data integrity and fault recovery are emphasized, and, the communication protocol designed for remote data acquisition is discribed and validated by Petri nets, the develop method of client application and resolvent to some problems are also discussed, including the design of communication component, the asynchronous data return, how to dynamically return image to the client navigator in web application etc. Finally, an abbreviated evaluation about the finished system is given.
