Polarization is an important characteristic of electromagnetic wave. It, especially the optimal polarization, can provide a comprehensive method for the target identification and classification. In this paper, the definition of polarization and its different denotations are summarized and the relations among them are analyzed, which are based on the existed documents. The scattering matrixes and the power of the definite coated cylinder are calculated and the Mueller matrix is obtained by means of statistics. To enhance the reflected signal of the radar target lagrange factor are used. The purpose of this paper is to improve the received signal by study of the polarization character of target in snow clutter and finding the optimum polarization states of antennas.On account of entirely polarization field scan put forward rigorous demand to antennas and data processing cells, the demand is so rigorous that it is difficult to settle for actual project. To solve this contradiction we introduce the polarization track restriction and calculate the biggest SCR(ratio of signal to clutter) of coherently and incoherently reflected waves.
