With the accurate homing high-resolution radar as research object, the article study the simulation of target and clutter in the complicated background, such as sea clutter, chaff-jamming, fishing boat and ocean clutter. In the analysis for sea clutter, making use of the radar cross sector theories produce the litter dispersion unit signal, imitate out the sea clutter of distance-high-resolution radar. At analysis of sea surface target, utilizing the powerful reflection center theory produce the echo signal of the vessel in the different distance unit and different azimuth unit, and simulation the target image. Imitate the data to contrast with actual data of target, and make sure its possibility, on the basis of this, considering the chaff-jamming and sea surface clutter for interference, establish the ocean surface returning wave model in the complicated background. Then discussing the phase information and Doppler characteristic of target echo wave in the pulse Doppler phase radar. Finally, introduces the correlation dimension and the lyapunov exponent that is the important property of the chaotic dynamics system.Analysis of simulated sea clutter indicates that sea clutter are chaotic, dissipative and physically realizable system.
