Higher engineering education has becoming an important part in China's higher education system. Higher engineering personnels have a crucial important role in transferring and upgrading Chinese industrial, raising national income and living standards, achieving our country's industrial modernization, enhancing our international competitiveness and overall national strength. Therefore, to cultivate the modern engineers who assume the important responsibility, we must have high quality engineering education teachers.Young teachers is an important part of higher engineering teachers, their teaching ability and level have a direct impact on the quality of personnels training. Therefore, to research the young teachers' teaching ability of higher engineering education will has an important theoretical and practical value.The purpose of this study is to summarize the strengths and weaknesses of the young teachers'teaching ability of higher engineering education through analysising the status of the young teachers"teaching ability of higher engineering education. And then, make appropriate measures to effectively improve the quality of higher engineering education.This paper, summarizes the current situation of the review for young teachers in foreign countries and China through literature and historical researching to find the differences between foreign countries and China, then provides reference and inspiration for our study. Secondly, using the survey method to examines the status of the young teachers'teaching ability of higher engineering education from ten engineering or engineering-based comprehensive universities in China. Empirical analysis shows that the advantages of these teachers'teaching ability are:highly educated, higher starting point, better grasp of modern educational technology, work hard and so on. The disadvantages are: lack of knowledge of teaching theory, lack of practical teaching ability, weak link teaching and research and ect. Thus, we furtherly analysis the various factors which have an impact on their teaching ability and their relations. Finally, by qualitative analysis, drawing on foreign experience and our factual, we propose three measures to improve the young teachers'teaching ability of higher engineering education, namely:ability training by phases, rational evaluation, and policy and institutional safeguards measures.In the study, the main innovation of this paper is to propose that the evaluation of the young teachers'teaching ability of higher engineering education should be in a phased view. We divid the stage of professional development of young teachers into three stages, namely:new teachers stage, qualified teachers stage and key teachers stage based on the stage of professional development of teachers. We believe that all the teachers should have the same teaching ability in higher engineering education, but for teachers who are at different stages, the evaluation requirements shuold be different. Accordingly, we constructed a evaluation requirements table for evaluating the young teachers'teaching ability of higher engineering education.
