Since 1998, western liberalism and ethical liberalism ideologists have raised a series ofdoubt about our country's current ideological and political education system. According tothis situation, the CPC Central Committee and the State Council issued the documents ofNO.16, NO.5, NO.5 respectively in the year of 2004, 2005 and 2008 correspondingly. All thedocuments manifest that the CPC Central Committee has begun to comprehend, require andlay out the ideological and political education work under the overall situation of the task ofthe universities and the large context of the whole society. That means we should attach greatimportance to the development and utilization of the ideological and political educationresources and put it into action as soon as possible. As a kind of education authority,ideological and political education is impliedly consented as a necessarily legal capacity. Infact, the legality of the exercising of the public authority is recognized by means of legalauthorization and policy support. Thus, we should pay special attention to the function oflegal and policy resources which guarantee a substantial assurance to the legality.The paper begins from the background and necessity of the research of the legal andpolicy resources for the ideological and political education to pose related concept. And theevolution and significance of the related concepts is concretely explained and articulated.Then, the principle of philosophy on which the legal and policy resources of ideological andpolitical education are based is elaborated to make sure the validity and scientific of the paper.In the end , in order to clarify how the related legal and policy resources support and ensureour country's current ideological and political education, the specific content and function ofthem is illustrated respectively.It comes to the conclusion that: fundamentally, there is no difference concerning whetherregarding the ideological and political education as the ultimate goal of education or social ideology. In the frame structure of the education, the priority of the ideological and politicaleducation is doubly ensured by the law and policy. It is not only because of its political naturebut also determined by education's internal rules. But either as political mission oreducational mission, the public-product nature of education needs the authorization of thenational law and the power of education is obtained by the authorization of the law. Thepolicy authorization works as a supplementary at the situation of deficiency displayed by thelegal resources. The ideological and political education should take the authorization of thelaw and policy as a kind of high-quality resources that could be made the best of. It shouldmake the most of the law and policy and adjust the relationship between the ideological andpolitical education and others so as to improve the practicality and efficiency.
