Study On Regional Carrying Capacity Of Talents

In the era of knowledge economy, the talent as the first resources, in development ofregional economy, has a critical role. The brain drain in the underdeveloped areas, caused bytalent competition and talent flow, has become the focus of attention, and a strategic issuewhich is urgent to be resolved. The fundamental reason for brain drain is the lack of regionalcarrying capacity of talents. So it has very important theoretical and practical significance tostudy regional carrying capacity of talents systematically, to take effective measures andprovide scientific evaluation factor system and method for the relevant departments.Combining with the appropriate evaluation method and evaluation model, the paperanalyzes talent and capacity, and regional carrying capacity of talents comprehensively,conducts theoretical analysis and empirical research. It defines the concept of regionalcarrying capacity of talents and determinants, establishes evaluation factor system of regionalcarrying capacity of talents based on regional carrying capacity of economical level, regionalcarrying capacity of science and technology and education, regional carrying capacity ofcareer-creation, and regional carrying capacity of urbanization level, confirms the evaluatingindicator weight by Delphi and Analytic Hierarchy Process, establishes evaluation model andevaluation criterion of regional carrying capacity of talents. Taking example for Xi'an, itverifies evaluation factor system and evaluation model, analyzes and evaluates Xi'an regionalcarrying capacity of talents from 2000 to 2007, makes a comparison between the east andwest of China among different regions, and brings forward improved measures andrecommendations.
