The essence of the population problem is population development issues. Research projects starting from the population problem, the population problem is being came down to population,resources,and environmental issues.Through the establishment of evaluation index system of Deyang city population supporting capacity, construction of population and arable land, population and the environment subsystem, by using a variety of mathematical models, from the qualitative and quantitative aspects of resource constraints in different conditions of Deyang city population supporting capacity. At the same time through the P-E-R model of the system to calculate optimum population of Deyang city in 2020. Finally, calculated on the basis of the largest population supporting capacity and optimum population under the appropriate resources and the environment demand in 2020 of Deyang City,so as to provide new ideas of solving the problems of population development in Deyang City.The following is the conclusions of the paper: Firstly, the research on issue of capacity is accorded with the requirement of the society development with its necessity and importance of the present meaning. The research of Deyang city population supporting capacity is designed to achieve the population, resources, and environmental development and ultimately to achieve sustainable development. Secondly, through the establishment of gray system model to predict the future development of Deyang city. Thirdly, through quantitative and qualitative study in population supporting capacity of Deyang city, to seek ways to the coordinated development of Deyang city, so as to provide basis for decision making to solve the population problem in Deyang city. Fourth, for the present population, resources, environment development Situation to put forward the corresponding policy recommendations.
