In recent years, integrated kindergarten and nursery policy has always been the hot spot in the early childhood education in Taiwan. Lots of relevant literatures were published in Taiwan, but the research on Taiwan's integrated kindergarten and nursery policy in mainland is really rare. The discussion, establishment process of this policy, and the policy itself are very enlightening to the discussion and establishment of the child education policy in mainland. In this paper, the literature analysis method was utilized to do research on Taiwan's child policy. The paper was divided into 4 parts:the history of preschool and nursery separation development, the establishment process of integrated kindergarten and nursery policy, the introduction of integrated kindergarten and nursery policy, and the prospect and inspiration of the policy. Chapter one is the Introduction, including the state of arts of integrated kindergarten and nursery policy and terms definition. Chapter two reviews the history background of the preschool and nursery separation in Taiwan and analyzes the development of both preschool and nursery. Chapter three includes the following parts:Firstly, the reason for integrated kindergarten and nursery policy is analyzed. The second is to demonstrate the developing landscape of the integrated kindergarten and nursery policy of Taiwan. It has experienced the four stages, issue proposing, the policy agenda placement, solution exploration and policy formation. The integrated kindergarten and nursery policy mainly includes the concept and framework of child care integration, the management and guidance mechanism, personnel training and appointments, the standards of preschool, and the rate between staffs and children, etc. Chapter four is the prospect and thinking of the integrated kindergarten and nursery policy. The integrated kindergarten and nursery policy is not perfect, and is controversial and questioned by different communities in Taiwan. However, the concept and spirit in the integrated kindergarten and nursery policy are worth of our study, such as the duty definition for the organization in charge, the right for children to be educated equally, the care of puniness etc. Finally, four inspirations for integrated kindergarten and nursery policy were summarized. The first is to strengthen the government functions in child care system. The second is to define the identity and position of the nursery governess. The third is to regulate the content and standards of family child care services. The fourth is to build a widely participated child care service system.
