The history of Korean preschool education is reviewed in this paper. Then, the current kindergarten education curriculum is introduced, so are the present situations and the classifications of preschool education institutions. After that, the existing problems in Korean preschool education are analyzed.The changing process of preschool education in Korea can be divided into five stages:the formation period of kindergarten, the formation period of relevant laws and regulations, the formation period of kindergarten. education curriculums, the development period of preschool education and the mature period of preschool education. In addition, there have been six kindergarten education curriculum reforms since the publication of the first kindergarten curriculum in 1969, and the present kindergarten education curriculum is the 7th kindergarten education curriculum.Policy problems of Korean preschool education can be concluded as:the binary phenomenon of Korean kindergartens and nursery facilities makes it difficult to meet the requirements of both demanders and providers, and the repeated administration makes the supervision of preschool education institutions ineffective. What’s more, kindergartens and nursery facilities differ in education conditions, materials, activities and the qualities of teachers especially, which end up with the difference in education qualities. Then content problems of Korean preschool education can be concluded as: kindergartens and nursery facilities are often lack of connections because of their historical backgrounds; and it’s more than 8 years since the revision of the present kindergarten education curriculum, which inevitably causes the problem of cannot reflect the changes of the times, the education accepted appears to be out of date. All these reasons have a negative effect on the quality of preschool education.The relavant improvements for these problems are as follows: ①gradually unify the related preschool education policies to a whole system;②promote the communalization of preschool education, improve the working environment of preschool education institutions, and strengthen the standards of kindergarten teachers and nursery teachers;③preschool education institutions should have effective connections with primary schools;④amend the current kindergarten curriculum in accordance with the characteristics of the era.
