A Thinking Of The Strategy Of Poulation Shift In The Rural And Pastoral Areas Of Ordos

In recent years, Ordos has not only enhanced the public management and service, but also carried out population transfer from the country to the city with great efforts to meet the demanding of the industrialization,urbanization,agriculture and animal husbandry modernization. But there are no concrete policies,measures and work plans on this task, it is only a directional guidance over the country. Based on the advantages of small population,abundant economic potentiality,a relatively high level of urbanization and rapid development of industries, Ordos is energetically developing modern agriculture and animal husbandry to improve the productivity, prompt a large number of people in agricultural and pastoral areas liberated from the land, and transfer to the city and other industries. On the other hand, we are continuously perfecting the public service after the population transfer, and have constructed a perfect policy system of employment,education,pension, health care,housing,living etc. We have not only prompted the income,living level,and insurance of the farmers and herdsmen, but also improved the per capita amount of agricultural resources,pulled forward the development of the agriculture and animal husbandry, promoted the continuous improvement of ecological environment, and further accelerated the pace of industrialization and urbanization.As a system of social engineering, the public management of the population transfer from the country to the city is extremely broad and deep. Recently, although Ordos has integrated the population transference to the public service field, we still do not fully understand and grasp the connotation and extension of its transferring environment,policy system,mechanism system etc., such as the gradual emergence of limited urban capacity,lack of jobs,low social security, incomplete follow-up guidance and service,resource use and management which are not in place after the transfer. These deep-seated distresses are not on the agenda yet, agricultural and pastoral areas urgently need the Government to further broaden the scope of public management of population transfer, expanse the public service areas of population transfer of the agricultural and pastoral areas, support sound public policy system and to enhance effective public services, and promote agricultural and pastoral population of solid, orderly, stable transfer, promote the coordinated development of urban and rural areas.Addressing these shortcomings, the following are some specific recommendations:Firstly, the government and related departments must put the population transfer in agricultural and pastoral areas in an even more important position; Secondly, we should focus on developing the second and third industries in cities and towns, improving the urban environment and reducing the cost of urban living, etc, to optimize the environment of the population transfer in agricultural and pastoral areas; The third one is to enhance the development and management of resources, co-ordinate the population transfer and development in agricultural and pastoral areas, aiming at practically strengthening the management of the population transfer in agricultural and pastoral areas; Besides, we should focus on refining and improving the employment, housing, social security and other public service sectors to improve the policy measures; Finally, it is very important to further establish and improve the mechanism system, enhance the public management level.
