Research On The Urbanization Path Of The Agricultural Transfer Population With People As The Core

The 18 th National Congress of the Communist Party of China proposed to develop a new type of urbanization with "people as the core".Shandong Province is a province with a large agricultural population.With the continuous acceleration of urbanization,a large number of agricultural migrants have moved into the city.However,due to the limitations of the urbanrural dual structure and the urban carrying capacity,the agricultural transfer population cannot be developed equitably,and cannot enjoy the same social security and public services as urban residents.A series of problems have gradually become prominent,which will hinder the advancement of the process of citizenization and the high-quality development of urbanization.How to grasp the characteristics of Shandong Province’s own development,so as to break down various obstacles in the process of citizenization,find a reasonable and effective path to promote the process of citizenization has become an urgent problem to be solved.This paper firstly reviews and summarizes the development process of the urbanization of agricultural transfer population in Shandong Province,and divides the different stages with the demarcation point before and after the reform and opening up.The necessity of the urbanization of the agricultural transfer population;secondly,the current situation of the urbanization of the agricultural transfer population in Shandong Province is analyzed.First,the flow of the agricultural transfer population is mainly based on the transfer within the province,of which about half of the rural population is outside the county;third Second,the education level of the agricultural transfer population is relatively low,mainly with junior high school education;And the urban carrying capacity hinders the citizenization of Shandong Province to a greater extent.Finally,according to the specific situation and characteristics of Shandong Province,the realization path of the urbanization of agricultural transfer population in Shandong Province with people as the core is put forward,which mainly includes the following four aspects: First,guided by the integrated development of the economic circle,from the regional The flow of factors promotes classified citizenization and the innovation and diversification of the settlement system.Second,with the integration of urban and rural development as the guarantee,it discusses from the aspects of social security,employment security,education development,ecological construction,and urban-rural disparity;third,Taking the comprehensive carrying capacity of cities and towns as the cornerstone,it discusses from the aspects of infrastructure,culture and industry;fourthly,with rural revitalization as the driving force,it discusses from the aspects of housing security,comprehensive quality,ways of supporting agriculture and property rights reform.The research on the urbanization path of agricultural transfer population in Shandong Province will help to better meet the people’s needs for a better life,and it is also an important way to narrow the gap between urban and rural areas and achieve common prosperity.At the same time,it has an important demonstration role in improving the level of urbanization in the region,thereby improving the development quality of urbanization.
