Requirements of promoting quality education and the balanced development of basic education promote the reform and innovation of basic education. In the field of senior high school education, it became a hot topic in our society that by expanding quality high school education resources to meet people's educational needs. With the end of key middle school system,it is in transition from key middle schools to demonstrative senior high schools, nationwide construction of demonstrative senior high is being actively pursued. On the one hand, the successful transformation from key middle schools to demonstrative senior high schools will upgrade the quality of senior high school education and promote balanced development of regional high school education.On the other hand, there are many urgent problems that constrainted and hindered the balanced development of basic education in the process of transforing from key middle schools to demonstrative senior high schoolsResearchers have different opinions on this phenomenon about transformation from key middle schools to demonstrative senior high schools.This article try to find out what role the transformation had played in the reform by the methods of document and case analysis? What function is it?and so on. And it also seeks new suggestions and solutions to improve the development of demonstrative senior high schools and the elementary education.First, It mainly talks about the history of the key middle schools in China and analyzed the positive and negative effects of it objectively.this is premise and historical background about the transformation from key middle schools to demonstrative senior high schools. Then, focus on whether the transformation from key middle schools to demonstrative senior high schools is reasonable. By analyzing the relationship between key middle schools and demonstrative senior high schools base on analysis of the reality and function changes of the transformation, it explains clearly for the transformation. Finally, focus on the reality of the transformation, in order to promote the balanced development of basic education,it puts forward the tactics about how to solve these problems which existed in the process of transformation respectively, correcting school thought, improving the school policy, correcting school behaviors and creating school characteristics and promoting a harmonious development of regional high school education.
