| In the 21st century, Lifelong learning is the key issue to the success of each person and each country. Most developed countries have already designed sets of strategies and initiatives for lifelong. Now, it is necessary to research and develop a tool for measuring lifelong learning so that we can make the lifelong learning progress better. Canada is one of countries which have taken steps to develop lifelong learning and have acquired a lot. In 2006, an academic institute for reaching lifelong learning which is called Canada Council on Learning developed a tool for measuring lifelong learning. The measurement tool is named the composite learning index, which consists of 24 indicators.This paper uses the method of literature analysis to explore the context of developing the composite learning index, to unscramble the 24 indicators, to enumerate the use of it and to summarize the useful suggestion of composite learning index.This paper consists of 6 parts:The 1st part is Instruction. As the beginning of research, this part will introduce the research background, the summary of relevant researches and the significance of this paper.The 2nd part is Instruction of the Composite Learning Index's Development. This part mainly introduces how Canada promotes its lifelong learning and the background of developing the composite learning index.The 3rd part is Instruction of Relevant the Theories Work. This part mainly explores the developing ideas for inventing the composite learning index.The 4th part is Exploring of the Developing Methodology. This part mainly introduces the process and the method of instructing the composite learning index.The 5th part is Exploring of the Specific indicators and Application.The 6th part is Discussion and Suggestion. By summarizing the advantages of the composite learning index, the last part gives some suggestions for developing lifelong learning evaluating indicators. |
