The education has acquired big achievements since Reforms and Opening up. But some serious problems emerged in the construction of university that is the imbalance between academic power and executive power. Academic power can not normally play, that will affect the healthy development of the university. The results are academic plagiarism and corruption phenomenon occurring from time to time, the drop of prestige and public reliance of university and competitiveness of science and technology of country. In the time of knowledge economy, the competition of overall national strength has gradually become the competition of the level science and technology and the talent innovation. The success or failure of university relates to the countries'fate. The target of the thesis is to find out the ways to solve the power imbalance in university by the research on conflict fusion of academic power and executive power.At first, the thesis arranged the relating research achievements of academic power and executive power of university at home and abroad. Hence, made the research on the present situation of our country, analyze the negative effects. At last, analyze the source of power imbalance and the incorrect view of power. The thesis researched the dialectical relationship between the academic power and executive power, and made clear that the conflict fusion is the law of development and is reasonable. Keeping the balance between the academic power and executive power is the basic requirement of universities' construction. The thesis also researched the Characters of university of the America, the England and the France; put forward the fundamental solution, which is academic autonomy. In the end, bring up solutions and ways. We should protect academic power, restrict executive power, and build the balance relationship between academic power and executive power. Wes should define clearly the limits of authority, down properly the executive power, and carry our policy of professor research, return a free and equal academic space to our university.
