In recent years, with the the adjustment and reorganization of China’s social and economic structure, not only the social status and function of higher education has undergone significant changes, the structure and operation mechanism are also required to make adjustments, in order to accommodate the needs of the new situation.However,"power",one of the three elements of the system organizations of higher education, is the core element to control, maintain, integrate and transform the higher education system.It is a theoretical and practical problem as well, that exploring the management model based on the balance of power in the process of the reforming and developing of higher education.This paper reviewed the historical development and current situation of university management system and mode in our country, summed up the different characteristics of university management model in four different periods which are the early days,the period of reform and opening up (1978-1985), the Reform period (1985-1997) and the full development stage.We learned that, the reforming of higher education administration system and model has been around the centralization, decentralization, regaining power, decentralization again, centralization and than the expansion of university autonomy under the centralization in the history of the reform of our colleges and universities. In other words, it mainly focus on the power structures reforms.In fact, power and the system derived from power is a inevitable proposition for researchers, in the theory and practice of the college management system and the corresponding change of the management mode related.This paper believes the university power system with Chinese characteristics includes the political power centering on party committees, the executive power headed by the president, the academic power led by the professors and the democratic power based on the vast numbers of faculty and students.But the power mode of operation of the university management in China is not balanced, mainly in four aspects:the administrative management mode rigidly unified, university self-management mode falling behind, the administrative power spreading, serious conflicts between the executive power and academic power and the conflict among the various power relations.This article believes that to solve these problems, we must firstly acknowledge and recognize the existence of universities and political power; secondly standardize the administrative power, strengthen the academic power and democratic power; and thirdly establish a "people-oriented" humanistic management mode; than finally, colleges and universities should make the administrative officials professional as soon as possible.All in all, to build up the management mode of colleges and universities in China, should on the one hand adapt to the development trend of international higher education and on the other hand meet the actual situation of national higher education. As this management model is virtually a governance structure based on the checks and balances of power, emphasizing the "diversity" concept which is "separate the checks and balances of power, strengthen the democracy, outstanding academic rights". In this case, with a competing status and a dynamic balance among powers, this management mode in colleges and universities may become a homeostasis new pattern.
