With the development of industrialization and urbanization, the city size is expanding rapidly in China, numbers of new citizen and newly built residential zone come up become the distinguishing features in this period, and the new communities are mainly formed by lots of new citizen. So many persons who move into city live in new community that it has a large population base and its demographic composition is very complicated. The city's supply and the level of social security are far behind the need of the increasing quantity of the new community, the potentially unavoidable conflict of economy, society, culture and service exist in these new community, which influences the construction of the harmonious society and the development of urban society and economy. Initiating program of community education is the essential method to improve the quality of new citizen, and the guarantee to carry out the construction of"two pilot regions"in Fujian.This study adopts the method of literature review, demonstration research and countermeasure study to elaborate the poin. Viewed from the construction of the whole contents, firstly, this study gives a definition of the interrelated concepts on the base of correlation literature summary, such as between urbanization and citilization, new citizen and new community, community education and community educational pattern and etc. And make brief introduction to relating theories, such as the floating population theory,human Capital theories and harmonious society construction theories. Secondly, after summarizing the successes of the developed countries'community education, we have got some enlightenment:solidify the community educational ideas and to full play the role of the community residents'mastership, highlight the view of people-oriented and specify the government function. Build the supply mechanism of new community residents'education, which are mainly developed by the government, enrich the content and form of education to meet the need of different new citizen's. Starting with the new citizen, taking the community's education as the object, and using both the method of questionaires and interview to carry out the related research on seven new community in Fuzhou and make an in-depth analysis according to the theories mentioned above. Fourthly, based on literature review and theoretical research, put forward the suggestion to build the educational pattern in new community, specifically, service community educational system, which led by the government, participated by the society, community cooperates with the school to build the community-school-centered developing pattern, to form an operating mechanism to play a full use of the limited community educational resources. To build a community curriculum system is to give priority to cultivating the fusion of the vocational skills and heterogeneous culture, and recreation education to be in for complementary. And the channels to raise the educational funds should be mainly developed by the government and actively supported by the community citizen.
