With the advance of the urbanization process, management models of the town transit from rural management to city management step by step. In such a special stage, the special way we call "Town managing community" must be adopted to achieve effective management. "Town managing community" is a community management model which is operating under the premise that the town system and administrative divisions basically unchanged with town as its subject in the light of the urban community management with comprehensive use of various management resources. There is a big difference from this management model from the administration-led model in the past with its totally new system positioning. The writer expects to explore a community management model which is suitable for the town management in urbanization process different from the traditional community management models through a comparative analysis among various community management models.This article discusses the concept and connotation of the community and community building and makes a comparative analysis on the status of development of the theory of community building at home and abroad. This article also does a research of how to explore an innovative community management model to meet the needs of different groups in the context of a new round of Pudong's comprehensive set of reforms of accelerated urbanization, orderly strengthened grass-roots democracy building, continuously intensified social construction with Sanlin Town, Pudong New Area as case. In this article, the writer makes a detailed analysis of Sanlin Town's basic status raises a the town party committees and governments as the core of leadership, 4 large plates communities dominated by the party grass-roots organizations, community-Committee as a platform, community residents and a total of total summary, multi-layered diversity of the community were linked mode of governance. "Town managing community" model is a new community management model designed to improve the self-government system of grass-roots masses at the process of urbanization. This model advocates building a platform with co-governance and consultations in the community actively, encouraging social organizations to participate in community public service actively, focusing on the construction of social life in the community.
