In the context of Mass Higher Education, since 2000, Guangxi has eight new undergraduate colleges, which account for 40% of regular undergraduate colleges and universities in Guangxi. New undergraduate colleges in Guangxi, as an important component of Guangxi higher education, they play an important role that serve the local society in Guangxi and bear for the heavy responsibilities of cultivating a large number of professionals in promoting local economic and social development in Guangxi. Their developments have a great impact on the overall level of higher education in Guangxi. As the implement of construction in Beibu Gulf Economic Zone and the further deepening of Guangxi mass Higher Education, the competitors of the new undergraduate colleges in Guangxi will gradually increase. At the same time, with increasing local people's living standard, they also raised higher requirements of the teaching quality in higher education. How to make the new undergraduate colleges of Guangxi better survival and development, and to satisfy the people's expectation of higher education ,meanwhile to meet the needs of the social development in Guangxi and the need for the self-development of higher education, it has practical significance that cultivate their own core competence.In this study, the theory of the core competence of colleges and universities is the theoretical basis of the analysis, using SWOT analysis to analyse the new status of the core competence of new undergraduate colleges in Guangxi, and finding the existing strengths and weaknesses of the new undergraduate colleges in Guangxi. For its existing strengths and weaknesses, combined with their own school conditions and characteristics, above that, we propose the solutions in the cultivation and promotion of the core competence of the new undergraduate colleges in Guangxi.In the introduction, it Mainly expounds the reason of the thesis, the research status of the core competence, the core competence of the colleges and universities, and the core competence of the new undergraduate colleges; illustrates the significance of the research, presents the main ideas and methods in the paper, and defines the concepts such as new undergraduate colleges, the core competence, the core competence of colleges and universities.There are three parts in this study. The first part is the theoretical basis of the core competence of colleges and universities. This part mainly analyse the characteristics of the core competence of colleges and universities, the constituent elements and the development process. It begins with describing the characteristics of the core competence of colleges and universities that is of value, heterogeneity, scalability, dynamicity, knowledge; goes on to identify the principles of the constituent elements of the core competency of colleges and universities for further analysis, thus clearly identifies several problems which should be noted that different levels and types of colleges and universities haven't the same constituent elements of the core competence entirely. Finally it analyse the development process of the core competence of colleges and universities.Part II is the status of the core competence of the new undergraduate colleges in Guangxi. It mainly analyse the external and internal status of the new undergraduate colleges in Guangxi , such as the Guangxi regional environment, the size, status and development trend of higher education and higher education in Guangxi, the competitors of the new undergraduate colleges in Guangxi, and its internal status of material resource conditions, discipline and speciality building, teaching staff, research, aspects of campus culture construction, and further analysis of the strengths and weaknesses of the Guangxi undergraduate colleges'development. All of that provide a realistic basis in fostering and enhancing the strategy of the core competence of new colleges in Guangxi.Part III is the countermeasures cultivating and promoting of the core competence of the new undergraduate colleges in Guangxi. For the problems of the core competence of the new undergraduate colleges in Guangxi and combining with its characteristics, it is to resolve weaknesses by taking advantage of favorable external environment and its own advantages fully. Firstly, it is a solid foundation of cultivating the core competence by updating the schools thought, scientific and accurate positioning. Secondly, it is the foundation to optimize the integration of resources, and strengthen discipline construction. Thirdly, it is the assurance of cultivating the core competence by implementation of talent strategies to strengthen faculty building. Fourthly, it is to the key to cultivating the core competence by establishing the scientific and standardized management system, realizing management innovation. Fifthly, it is the fertile soil of cultivating the core competence that construct the unique campus culture, and nurture the spirit of university. We can cultivate and enhance the core competence of the new undergraduate colleges in Guangxi through the above five aspects, thereby strengthen the basis of the new undergraduate colleges in Guangxi.In conclusion, the study introduces the theory of the core competence of colleges and universities into the cultivating research of the core competence of the new undergraduate colleges in Guangxi, it provide a new way to the development of the new undergraduate colleges in Guangxi, while it also has a practical significance to cultivate and enhance their core competence for their survival and development.
